I Introduction

I-1 Purpose of ROIS-DS-JOINT

The Joint Support Center for Data Science Research (ROIS-DS) was established in 2016 within ROIS. Our mission is to support a wide range of researchers involved in data science, data-driven science and data-oriented science. We invite research proposals for our open collaborative research program called "ROIS-DS-JOINT"to complement the mission. The main objective of this program is to maximize opportunities for a wide range of researchers to collaborate with us using our facilities and resources.

I-2 Type of the Programs

We will accept proposals in the following two categories; The Joint Research Program (RP), and The Joint Research Meeting Program (RM).

Target Data science research projects conducted by a small number of researchers. Each project will be expected to be conducted with the facilities and resources available at the ROIS-DS. Small and independent meetings to discuss joint research, exchange research, and hold workshops on data science.
Eligible applicants Researchers primarily engaged in research, development, or investigation who employed by universities, research institutions, government agencies, or non-profit organizatiosn.
ROIS members are not eligible to apply.
Persons employed by universities, research institutions, government agencies, non-profit organizations, private companies, etc.
Those whose primary work is not research, development, or investigation are also eligible to apply.
ROIS members are not eligible to apply.
Amount per application (maximum) 1,000,000 JPY 500,000 JPY
Research Period From the date of notice of acceptance to the end of March of the fiscal year. Deadline for holding the meeting: the end of March of the fiscal year.

I-3 Budget

ROIS-DS will provide the budget to each project. The budget is handled (ordering / inspection) through your host scientist at ROIS-DS. There will be no budget transfer from ROIS-DS to other organizations.

I-4 Project Members

Each project should be promoted by the following research team.

Principal Investigator

  • The Principal Investigator (applicant) plays a central role in the implementation of the research and promotes joint research.
  • Please note that the requirements for Principal Investigators are different for the Joint Research Program and the Joint Research Meeting Program.
  • Please apply after obtaining approval from the head of your institution (or the head of your department).
    • The indication of acceptance should be obtained as a written document. The letter should be kept by the principal investigator until the end of the research.
    • The document can be in any format. Electronic files are also acceptable.
    • You do not need to submit this document to us. It is not necessary to make it as an official document of your institution.
  • After the research is completed, the principal investigator is required to submit a report of implementation, which summarizes the results of the research.
  • Please avoid applications in which the Principal Investigator is a person who is expected to be unable to carry out the project during the research period.

Host Scientist

  • Please designate one ROIS-DS researcher as the host researcher for your project.
    • The host researcher will the person in charge of executing the research budget.
    • If participants include more than one ROIS-DS researcher, please designate one of them as the host faculty member.
  • For a list of faculty members who are available for joint research, please check this page.
  • Please consult with the host researcher about your project before application, and after the project is accepted, the Principal Investigator and the host researcher should continue to work together to carry out the research.

Collaborators (optional)

  • Collaborators can be added as needed to conduct the research.
  • Collaborators may include graduate students and researchers of ROIS, in addition to those who meet the applicant requirements.
  • If you wish to include undergraduate or technical college (高等専門学校) students as collaborators, please indicate their necessity in the application form.
  • The head of the institution or department should give consent for the collaborators's participation in your project. If the collaborator is a student, please obtain the consent of their supervisor.
    • The indication of acceptance should be obtained as a written document. The letter should be kept by the principal investigator until the end of the research.
    • The document can be in any format. Electronic files are also acceptable.
    • You do not need to submit this document to us. It is not necessary to make it as an official document of your institution.

II Type of the Programs

II-1 The Joint Research Program

This program is for projects conducted by a small number of researchers on a specific research theme related to data science. Researchers are encouraged to utilize the research resources of ROIS-DS and the researchers affiliated with ROIS-DS to achieve their research results. Proposals that are solely for the production of data are not eligible for this solicitation.

II-1-1 Eligibility

As a principal investigator, the applicant should meet the following requirements.

  • Those who are directly employed by educational or research institutions or government organizations etc.* other than ROIS.
    * Universities, Research Institutes, etc. in Japan and abroad
  • Those whose primary job is research, development, or investigation: including librarians, curators and researchers at museums and other institutions.

Those who do not meet the above requirements may not be applied as Principal Investigators. However, they may participate as collaborators.

II-1-2 Limit on number of applications

An applicant may not apply as a Principal Investigator for more than one research project at the same time. Continuing and new proposals cannot be submitted at the same time.

II-1-3 Amount per application

The maximum application amount per project is 1,000,000 yen. The actual amount will be determined after review.

II-1-4 Expense Category

Travel expenses
  • Travel expenses will be allocated for the Principal Investigator and collaborators to come to ROIS-DS.
  • If you are allocating travel expenses to other locations, please clarify in your application why and what you are allocating the travel expenses for.
  • We cannot provide travel expenses for those other than Principal Investigators and collaborators.
  • Travel expenses for transporting members of ROIS-DS may not be applied for.
  • Other conditions of payment are subject to the travel expense regulations and detailed travel expense rules of ROIS. See Appendix for key points.
  • In general, we do not issue official documents regarding travel requests to researchers' institution.
Consumable goods
  • Only items that are directly necessary for the execution of the project and that can be ordered and inspected at ROIS-DS can be accounted for.
  • Items that your institution should normally have are not included.
Service expenses
  • Only items that are directly necessary for the execution of the project and that can be ordered and inspected at ROIS-DS can be accounted for.
  • Personnel expenses for constantly employing researchers, etc. are not covered.
  • Expenses for participation in academic conferences and publication of papers may be paid if the following conditions are met;
    • The main purpose is to present the results of this joint research.
    • ROIS-DS-JOINT is mentioned in the acknowledgments.

2 Application

3 Review

Applications will be reviewed by academic experts from universities and research institutes. Based on the review, the selection of proposals will be decided at a conference in ROIS-DS.

Acceptance/Rejection

The results of the review will be notified to the Principal Investigators by e-mail, and a list of approved proposals will be posted on the website. Notification is expected to be sent approximately one to one and a half months after the application deadline, but this may vary depending on the circumstances.

Modifying your research plan on acceptance

The approved budget amount may have changed from the amount you applied for. After receiving notification of acceptance, the Principal Investigator should review and submit a research plan based on the adopted amount.

4 Conducting joint research

Projects can begin from the date of notification of selection. Projects must be completed by the end of the current fiscal year (end of March of the next year).

5 Reporting of result

After the joint research is completed, please submit a “Research Report” within 30 days, reporting on the actual expenses spent and research results during the research period. The contents of the research report, which are not designated as non-public, will be made public on our website at a later date.

II-2 The Joint Research Meeting Program

This program is for projects conducted by a small number of researchers on a specific research theme related to data science. Researchers are encouraged to utilize the research resources of ROIS-DS and the researchers affiliated with ROIS-DS to achieve their research results. Proposals that are solely for the production of data are not eligible for this solicitation.

This program is for meetings to discuss for joint research, research exchange and workshops on data science. It is intended for relatively small gatherings. Depending on the purpose of the meeting, it may be held privately.

II-2-1 Eligibility

As a principal investigator, the applicant should meet the following requirements.

  • Those who are directly employed by educational or research institutions or government organizations etc.* other than ROIS.
    * Universities, Research Institutes, etc. in Japan and abroad
  • Those who are directly employed by private company.

Unlike The Joint Research Program(RP), applicants whose primary work is not research, development, or investigation are also eligible to apply. Those who do not meet the above requirements may not be applied as Principal Investigators. However, they may participate as collaborators.

II-2-2 Amount per application

The maximum application amount per project is 500,000 yen. The actual amount will be determined after review.

II-2-3 Expense Category

  • If you are allocating travel expenses to locations other than the meeting site, please clarify in your application why and what you are allocating the travel expenses for.
  • We cannot provide travel expenses for those other than Principal Investigators and collaborators.
  • Travel expenses for transporting members of ROIS-DS may not be applied for.
  • Other conditions of payment are subject to the travel expense regulations and detailed travel expense rules of ROIS. See Appendix for key points.
  • In general, we do not issue official documents regarding travel requests to researchers' institution.
Venue fee, etc.
  • Only items that are directly necessary for the execution of the project and that can be ordered and inspected at ROIS-DS can be accounted for.
  • Please use ROIS facilities or the facilities of the principal investigator's institution for the research meeting.
  • If you plan to use a facility other than those above, please clarify the reason and details in the application form.

II-2-4 Declaration of “ROIS-DS-JOINT” research meeting

When holding a research meeting, please clearly state in the handouts and other materials that it is a joint research meeting based on “ROIS-DS-JOINT” so that participants will understand that it is a joint research meeting.

II-2-5 PR Support

You can use our website to publicize the schedule and outline of the contents of the Joint Research Meeting.

III Promotion of Projects and Procedures after Acceptance

III-1 Procedures after acceptance

Please use the following forms to report changes to the research plan after the joint research is accepted.

III-1-1 Research Plan after Acceptance

The adopted amount may have changed from your proposed amount. Please review your research plan based on the actual adopted amount and submit the research plan notification at the time of acceptance.

III-1-2 Modification of Research Plan

The joint research should be conducted in accordance with the adopted research plan. If any of the following changes to the research plan occur due to unavoidable reasons, please submit an amended research plan application form as soon as possible.

Changes in Collaborative Researchers

Submit in case additional collaborators need to be added after the acceptance or if you need to remove them from the joint research due to unavoidable reasons. If the change in the collaborator(s) is accompanied by a change in the details of the expenditure, please also include the details of the change in the expenditure. Additional allocation of expenses will not be made. Changes in expenses due to a change in collaborators should be made within the amount of the approved grant.

Transfer of Collaborators

Submit when changes in registered information occur due to changes in collaborators.

Change in research plan

In addition to the above, submit this form when circumstances change during the course of the research and it becomes necessary to change the details of the expenditure. Additional allocation of expenses will not be made. Changes in expenses due to a change in collaborators should be made within the amount of the approved grant.

III-1-3 Report of Research Implementation

The Principal Investigator is required to submit a research implementation report within 30 days of the completion of the research. There are public and private items in the report. The public items will be published on the ROIS-DS website, etc. Please write in Japanese as much as possible, at least for public items.

Change of Principal Investigator

If it becomes necessary to change the Principal Investigator for unavoidable reasons after the adoption decision has been made, please contact the office as soon as possible.

III-2 Publication of Results

III-2-1 Attribution of Intellectual Property

Intellectual property rights arising from the implementation of this joint research shall be attributed as follows.

  • Results produced solely by the Principal Investigator or a joint researcher shall belong solely to the person who produced the results or his/her affiliated organization.
  • The results obtained jointly by the Principal Investigators or Collaborators shall be shared by the persons who produced the results or their affiliated institutions upon mutual agreement.
The results obtained by researchers affiliated with the Institute shall be subject to the rules and regulations of the Institute, such as the Rules on Employee Inventions, etc. Details concerning patent applications (including foreign applications) will be agreed upon in the joint application agreement.

III-2-2 Presentation of Research Results

When presenting the results of the joint research, please be sure to clearly indicate in the acknowledgments that the results are based on ROIS-DS-JOINT. Acknowledgements should be made regardless of whether it is an oral presentation or an academic paper, and regardless of the number of years elapsed since the end of the joint research.

  • When indicating that the research results are based on this joint research, please be sure to include the project number provided in the Notification of Acceptance.
